| Summary | The mission of Broome County GIS is the distribution of GIS and mapping capabilities to both the public and private sectors in the Greater Binghamton area of New York and beyond. Broome County GIS offers data analysis and mapping assistance both in-house and on-line from our GIS Portal website. The most typical in-house service we provide is the creation of large-size custom maps using various GIS mapping layers and aerial photography. We can also perform analysis of the spatial relationships among GIS layers along with other related information. On-line resources located at the GIS Portal website include general GIS information and news, links to other GIS-related websites, static GIS-produced maps in PDF format, and interactive GIS mapping applications. Users have access to these resources anytime day or night. The most useful resource available from the GIS Portal is the Unified Parcel Information System. With a compatible web browser, users of this mapping application can search for and identify parcels by a variety of criteria. Additional map layers can be displayed including air photos, slope, zoning, land-use, flood zones, wetlands, parks, schools, fire coverage, and agricultural districts. Users can measure distances and areas, determine latitude and longitude, and label the map. Finally, if one parcel has been selected, users can create mailing lists of properties, display demographic information, or select facilities within a specified distance of that parcel. |

| EconDev Projects | We are currently collaborating with Broome and Tioga County Planning and Economic Development Departments, along with Southern Tier East Planning and Development Board, on a project funded through New York State Department of Agriculture and Markets' "Food and Agriculture Industry Development" program. Called the "Southern Tier Livestock Renaissance," it is a detailed feasibility study to determine whether a USDA licensed and inspected meat processing facility located in the MSA could help retain/create jobs in agriculture and help to conserve working farmland. In recent months, we have been working with the Cornell University Office of Economic Development to facilitate the identification of potential entrepreneurs who may be interested in commercializing technologies that emerge from research activities taking place on-campus. With the recent awarding of Economic Development Agency (EDA) University Center funds for NYS to Cornell, the link between the Cornell Cooperative Extension system and the Cornell Office of Economic Development (and Cornell Center for Technology, Enterprise and Commercialization) has been formalized. We look forward to more opportunities in this area in the near future. We have recently completed an Appalachian Regional Commission-funded project, the Broome County Agri-Tourism and Marketing Training initiative. For this project, our partners were the Small Business Development Center and the Greater Binghamton Convention and Visitors Bureau. |

| Summary | STERPDB is a special purpose unit of local government created under Articles 5-G and 12-B of the NYS General Municpal Law as a joint undertaking by its member counties. Member counties include: Broome, Chenango, Cortland, Delaware, Schoharie, and Tioga. The Regional Board serves all of its member counties, as well as Otsego and Tompkins counties, as a Local Development District for the Appalachian Regional Commission (ARC), a Federal/State partnership program. In addition, the Board also serves as a US Dept. of Commerce Economic Development Administration (EDA) Economic Development District. Board staff assist local governments and not-for-profits in accessing grant resources through these and other Federal and State programs. The Board is also an Affiliate with the NYS Data Center Program for dissemination of Census data and an Areawide Clearinghouse for Inter-Governmental Reviews. |

In Broome County, the Regional Board has assisted in the development of such projects as the Kirkwood Industrial Park, the Broome Corporate Park, the original Broome County Industrial Incubator, the Parlor City Commons in downtown Binghamton, the capialization of small business financing programs through the Appalachian Regional Commission and the Economic Development Administration, restoration of the Rock Bottom Dam, improvements to the Binghamton-Johnson City Joint Sewage Treatment Facility, the Broome County Agricultural and Farmland Protection Strategy, Deposit Industrial Water and Sewer projects, Roberson Restroration, as well as many projects in areas such as workforce training, education, health and day care. |

| Summary | The SPIR Center at Binghamton University's Watson School has provided multi-discipline engineering and Information technology assistance to small and mid-sized regional companies and organizations since 1995. Through over 500 SPIR projects, we have helped over 130 regional companies improve their manufacturing operations, test and analyze their products, improve their product designs, help them compete more effectively for business and assist them in meeting critical schedules and product or service deliveries.
